Help me there are buildings falling from the sky onto my precious mountain

The year is 2099, the world has been flooded for 50 years. All of mankind has fled the planet and is traveling to the stars. Except one group of stubborn people who have found one place still above the sea. A precariously positioned stone disc atop a mountain.

Play as Billiam Smith, as you attempt to build a new city on this final piece of solid ground, balancing both the cities needs and the disc itself.
